Top images: Two views along pedestrianized—or, at least, traffic reduced—Collier Street, better integrating historic Old City Hall (left) with the parklike grounds of the Broome County Courthouse (off the picture on the right).

Bottom: Two views of the promenade along the Chenango River. Both rivers have a history of severe flooding and to this day concrete flood barriers separate the city from the river. The Chenango proved a more logical choice being closer to downtown and with a higher elevation.
