The elegant, Italianate Gropius Bau museum survived war damage and provided the catalyst for the two proposed parking structures along Niederkircherstrasse. The imposing height of the museum would be matched by groves of trees on top of the lower parking structures.

The deep wall along Wilhemstrasse would have provided contrasting moods: the east face, "cold and unfriendly," the west face "green and full of life." The solemn features of the memorial would have occured in the triangle to the east, whereas the area to the west was more parklike.
